It's the best free hosting in Czech Republic so far I know, but only for czech speaking puplic. they have good support. you can put the forced banner to any position you like. Has MySQl with web interface and more.

i have tested it. you must register from host that has dns entry containing .cz in name, or registration will fail. i had also problem with http header manipulation it haven't worked, because server sends some ads also to parsed php pages(?!) not a good choice for me. and btw - it's really in czech, no word in spanish, lol.
