This free host used to offer free Cpanel hosting with Fantastico scripts installer, 500 megs freewebspace, and unlimited MySQL databases, but they have shut down, and now their home page only displays ads.

Well this is the best free host in my point of view. let me tell you why.
1. 500 MB space is more than enough for most users.
2. support are very active, faster than you think your problem will get solved.
3. unlimited of everything (Mysql databases, bandwidth, ftp accounts, add-on domains, parked domains, sub domains, email accounts, and more.
4. also if you even need more of anything, you just have to ask.
5. you can have your websites with OR without banner ads. if you wish no banner, then post to host is for you. if you do not wish to be active in forum and get free hosting, then accept the ads in your site. try it. it is the best free host ever for me.

The freehostcpanel.com signup method has changed since they were listed less than a week ago, and they now require 10 to 20 monthly forum posts on the freehostcpanel message board.

Free Host Cpanel uses ipanel billing script for the registration. They have a popup on their site (I hope they do not add them to user freewebpages). They feature free cPanel / Fantastico webhosting with unlimited bandwidth, subdomains (if you use the free domain hosting), and mySQL data bases, with 500mb web space (half a gigabyte!). Their home page has a host-tracker.com website uptime monitoring button which shows it has had 100% uptime so far (well, it has only been monitored 11 hours so far, as they just started it).
