Their FAQ states that the freely hosted images will not be deleted from their hosting servers unless the image files violate their Terms of Service (TOS).

Not enough hosting space. Pictures Upload often always have a white screen with the ImageShack Logo. This one of the slowest hosters. I now use http://www.jinkz.com/upload.html to upload stuff.

Image shack is a very good service. it's absolutely free and somehow they manage to never crash or run out of bandwidth or space. I am absolutely amazed. I use it every time I need hosting.
